Institusi resmi penyelenggara tes TOEFL memiliki standar tingkat atau level penguasaan bahasa Inggris yang biasanya dibutuhkan oleh suatu lembaga atau pihak-pihak tertentu yang mensyaratkan sertifikat TOEFL, adapun tingkatan atau level skor yang diakui tersebut adalah sebagai berikut:
- 310-420 = Tingkat Dasar (Elementary)
- 420-480 = Tingkat Menengah Bawah (Low Intermediate)
- 480-520 = Tingkat Menengah Atas (High Intermediate)
- 525-677 = Tingkat Mahir (Advance)
Berdasarkan tingkatan atau level di atas biasanya skor TOEFL standar yang dibutuhkan untuk tes CPNS atau kuliah pascasarjana kira-kira diantara level Low Intermediate dan High Intermediate. Sedangkan, untuk kepentingan sekolah ke luar negeri dibutuhkan skor TOEFL antara level High Intermediate dan Advanced.
